A Regular meeting of the Genoa Town Board was held on MAY 9, 2001 at the Genoa Fire House Route 90, Genoa, NY

Meeting was brought to order at 7:30 pm.

Building and Grounds

West Genoa Church would like to use the new town property on the North East corner of Bartnik road for the Route 90 Garage Sale again this year. The Board was in favor as long as there is insurance. The New Town Hall Construction Committee is Marilyn and John Mann, Bud Beyea, Kenneth Manzari, James Kopp and Bub DeLapp.

Programs and Grants

The 2001 Recreation Programs request for use of the Southern Cayuga Central School Pool is not submitted as of the May 8, 2001 Town Board Meeting. Matt VanOrman has been selected as Director of Recreation Program for this 2001 season.

Code enforcement

Appeals committee met April 25, 2001. Committee members are John Fessenden, Chairperson, Joe Wargo, George Nettleton, and Susan Bower. Report attached to minutes in book. Wayne Smith submitted his monthly report. He issued 5 permits and completed 3 inspections. Wayne also reviewed plans for the new pit stop on corner of Rt 90 and 34 in the Town of Genoa. Wayne is in contact with NYS BLDG Codes in relation to new pit stop.

Highway Report

Kenton Patchen gave the highway report. It is attached to the minutes in records book.

Water Report

David Reeves reported 62,000 gallons per day average use. The Annual Water Reports will be ready to mail to water recipients the week of May 25. 2001. If it continues to be dry this year we will have to be conservative with the water again. David flushed water lines again. This keeps the mineral deposites and this makes the life of the water lines longer. David has had trouble with Telemitry on the King Ferry Tank again. David has permission to hook up 2 new water meters they are Gerald and Ruth Saville and Santos Romundo.

Donald Potter presented the board with the Water Committee Report for May 7, 2001. In the report the committee would like to be updated on the recommendations that the Town Board approved at the April 2000 meeting. Six other topics were listed. 1). Have all meters been put in the name of the property owner. 2). Readings fron all users IE: Fire Co's (Do Fire Co give estimates of hydrant use) to show if water pumped correspondes favorably with billing totals and by what percentage? Nov-Feb 2001 billing averaged 44,222 gallons per day and Feb-May 2001 averaged 43,733 gallons per day. How do these compare with pumping numbers? 3). Progress on getting meters for each user. IE:Phasing out the 2 & 3 miniums where possible. 4). Proraating of bills? 5). Notations in Data base and on bills when estimated so home owners know when bills are estimated. 6). Data base menu changed to show and print out active accounts (290) instead of all accounts (450) from when first computerized. The committee would like an update on the spedial contract problem of the buried meter and remote.

Judy Signor attended the Town Board Meeting to report on the speed limit reduction in the town. She has received her second denial from NYS. She has made several phone calls and written numerous letters. The Board encouraged her to keep sending letters and for more of the town habitants to do the same. If you don't know who to send your letter to please call Judy. This has to be a team effort.

Dog Control

Many interested people attended the meeting again this month for the dog control law that is being reviewed. The Board went over some changes in the draft submitted by Town Attorney James Baker. Jim will bring the changed draft to the next meeting on June 13, 2001 at the GHA Bldg on Rt 34B, King Ferry, NY at 7:30 PM. We wish to stress that all members of The Town of Genoa are welcome to come to all town meetings.

New Business

Scott Snyder Town Assessor was present to explain that we have 17 new parcels in the town and the total is now 1293. The town does not receive maintenance aid from NYS because we do not pass one of their requirements. Scott plans to update assessments on Lake property and Ag District in the town.
