JULY 10, 2002

A Regular meeting of the Genoa Town Board was held on July 10, 2002 at the Genoa Town Hall 1000 Bartnick Road, Genoa, New York 13071.

The Meeting was called to order at 7:30 P.M.

Clerks report for June 30, 2002

Town Clerk will be in her new office starting Tuesday evening from 7:00pm to 9:00pm, Thursday from 10:00 am to 2:00pm and Saturday 10:00am to 12:00pm.

Building and Grounds

Signs are installed. David Powers and the men are putting topsoil in for landscaping. Still have to put in electrical to signs and outside water line. The Genoa Historical Association would like to restructure the GHA Building. Laurie reported there should not be any restructuring to the building. Laurie also said that the town computer has to be moved to the New Town Hall. The committee to move records from GHA Building to Town Hall will get together and decide when to make the move. David Schenck repaired some small things at the new building. David Schenck also donated grass seed for landscaping. Kenneth Manzari has specs and prices for the flag with pole. When the ditch is dug for electric and water Kenneth and Richard Welch will put it in. Richard will call Philip Kenyon to get ditcher for this project. The coat rack needs to be installed. The hours fro Town Clerk, Code Enforcement and Assessor need to be posted. Kenneth Manzari is looking into a dehumidifier for the down stairs offices. Ronald Marshall will talk to Joseph Philip about painting the doors. Laurie will decide on the color.

ANIMAL CONTROL:

It was decided to give Cayuga County Health Department a report on of two animals on Bradley Street with Rabies. Carl Collier and assistant removed them.

PROGRAMS AND GRANTS

Laurie reported the 2002 swim program is going along well. She would like to a little more cooperation from the directors.

Code Enforcement

Wayne Smith submitted his Code Enforcement Report to the Board. Kenneth Manzari met with Wayne on Monday June 10, 2002 to keep up to date on what is going on in the town as far as new construction and inspections of projects already in the works.

Highway Report

David Powers and the town men are digging out clay from shoulders of Clearview Road and spots in the road. They are replacing it with filter fabric and a foot plus of gravel. Also replaced a couple of driveways. Hauled six loads of topsoil to Town Hall lawn where it was the stoniest. Albert has been mowing. Helped Moravia on a couple little paving projects, and Venice hauling gravel to Stanton Road. David Powers attended a class on Highway Safety at Cornell University with James Bailey July 10, 2002. This program was put on by The Cornell Local Roads Program.

Water Report

David Powers reported for David Reeves the average water usage per day for the month of June was 83,000 gallons. David Reeves is very happy with how the new telemetry system is working. With the new system in the NYSEG bill is down approximately $144.00 this month.

Supervisors Report for May 31, 2002. The board made a motion to accept report.

It was discussed that we need a Temporary easement for the job to be done on Creek Road. Attorney James Baker suggested we get a quick claim deed for the property we are purchasing from Preston Wilson and Beverly Hammon. Richard Harrison will get a copy of the survey. Attorney James Baker will draw up papers.

Assessment Report.

Kaye Dougherty went to small claims court today. She is confident everything went well. Kaye requests that person doing the property update should not be the same fore all towns. Donald Potter and Kaye Dougherty are meeting with Edward Smith next Wednesday to discuss this issue. They have already taken 250 pictures of homes in the Town of Genoa. Every parcel will have a picture on file with the assessor when they are finished.

New Business

Richard Harrison talked to Bill Prentice at NYSEG and we will be getting a summary bill from them rather than all the individual bills we have been receiving in the past. This will make the process for paying bills much easier. Richard is working with verizon to get the same summary. Richard Harrison would like permission to sign agreement for summary billing with NYSEG.

The Post Office #2 will be discontinued at the Genoa Post Office. The mail will go to 1000 Bartnick Road, Genoa, NY 13071.

Review Junk Yard Law. Until we get more response at the Town Board Meeting we are not pursuing the junkyard law.
