REGULAR MEETING, GENOA TOWN BOARD
DECEMBER 11, 2002

A Regular meeting of the Genoa Town Board was held on December 11, 2002 at the Genoa Town Hall 1000 Bartnick Road, Genoa, New York 13071.

The Meeting was called to order at 7:30 P.M.

Building and Grounds

Laurie looked up school hours to get grant application for summer swim program. Laurie is also getting the grant application for records room.

Code Enforcement Report November 2002:

Permits issued: Courtney Tyrrell, Donald Bessmer, W Genoa Cemetery Building and Charles Volbrecht. Inspections: Raymundo, Miller, True, Tyrrell, Eicker, True Wargo, Miller, and Tyrrell. New New York State Law for junk cars will make it a lot easier for towns to enforce. The law will allow only 2 unregistered vehicles on a property. If there are complaints you will only have to send letter to Wayne Smith or Kenneth Manzari. Then a summons can be issued to go to the Judge.

Highway Report

Replaced two cross culverts and a driveway pipe on Mayo Road. Got equipment back to the shed and trucks ready for winter. Worked on salt shed bottom flaps so the wind wouldn't raise heck with them. Sent paper work in to state for C.H.I.P.S and road mileage. Been messing with winter equipment.

Water Report

David Reeves got cost of new pump and motor from BIS. The total cost will be $4,850.00. Will contact David Geiger to see about pressure switch to update other pump. Would like to order right away because it will take about 6-8 weeks and would like to have it installed by April 2003.

Assessor update:

Jay Franklin will not be doing the assessment update after all. Kaye has a new person to do the job. Edward Smith from the County approved the new person. Kaye has been doing a preliminary contact of landowners.

NEW BUSINESS:

TOWN OF GENOA ADVERTISING POLICIES 1.) All regular meetings of the Genoa Town Board will be advertised once before the beginning of the calendar year. The Clerk will certify that this regular meeting schedule has been properly advertised by providing advertising evidence at the first regular meeting in January. If the Board changes its' regular meeting date or time the clerk will advertise these changes and certify that the changes have been properly advertised. 2.) All special meetings and work sessions will be held at the request of the supervisor by motion and vote of the Board. These actions will be duly noted in the minutes. The clerk will certify that the special meeting has been properly advertised by providing advertising evidence at that meeting or event. 3.) Any emergency meeting of the town board will be called by the Supervisor by providing at least two days written notice to the board members and making every attempt feasible to properly advertise and inform the public. If a meeting is required with less than 2 days notice all board members must be present. 4.) The clerk will attend and record the events of all Town Board Meetings. If the Clerk cannot attend a meeting recorder will be appointed.

RESOLUTIONS DECEMBER 2002

1.) Resolve that the Town Board issues a letter supporting the efforts of the Honaco Road and other fire lane residents as they attempt to establish a sewer and water district along the lakeshore of our town. Motion by Sellen

2.) Resolve that the Town Board creates a part time position of Justice Court Clerk to assist the Justice in operations of Town Court. Further resolve that that position have an annual rate to pay of $50.00 Motion by Manzari

3.)Resolve that the Town Board members receive monetary payment for the value of the health insurance benefits not used during the 2002 year. Motion by Fessenden

4.) Resolve that the Supervisor makes the following adjustments to the 2002 budget and that these adjustments be encumbered for the year 2003. Motion by Sellen

5.) Resolve that the Supervisor be allowed to make the budget adjustments necessary to balance town accounts at yearend. Motion by Manzari

6.) Resolve that the Town Board during the year 2003 examine the possibility and feasibility of amending Local Law #1 of 1988 and 1989 to include setback requirements for wells and septic fields. Motion by Sellen

Donald Slocum was concerned on how the town highway department should handle road closures due to culvert repair by individuals. The town will look into this mater.
