A Regular meeting of the Genoa Town Board was held on April 09, 2003 at the Genoa Town Hall 1000 Bartnick Road, Genoa, New York 13071.

The Meeting was called to order at 7:30 P.M.

Motion to approve minutes for March 12, 2003 with the following changes. Lorie met a year ago with Grayson Mitchell and Gordon Cummings about the files at the GHA Building. The vote for the second telephone line into the New Town Hall was:

Water Report and Water Committee Report

The average gallons per day for March were 77,000. The new pump is in and working fine. The new pump will pump 143 gallons per minute. Water leaks at the old Genoa school building up to about 10,000 gallons per day when the pipes broke. It is fixed now.

The water committee met on Saint Patrick's Day. They have five meetings planned for this year. Will finalize proposal to present to the Town Board. Capital Fund would be set up such as the highway fund. Richard Harrison will check with lawyer on segregation meter deposit with the operating fund. Also check to see if meter can be sold with property. The committee is looking into this.

Ronald Marshall made motion to accept water committee report if it is all right with lawyer.

Building and Grounds

The new railing is up at the Town Hall. They look very nice. R&B Contractors decided not to do the basement at the Town Hall. Philip Thayer Contracting gave a bid of $4,500.00. Will give proof of insurance and town will give him 50% down and balance upon completion as long as there is a written agreement.

Programs and Grants

The letter from Southern Cayuga Central School on the summer program should be here by next meeting.

Code Enforcement

Permits issued were Robert Rowlands, Chris Brennan, Dana Mandel, Sjana McClure Barry, David Johnson, Betsy Ingall and Gary Christopher. Inspections were Ag Trac, True, Eicker, Volbrecht, Tyrrell, Ag Trac, Tyrrell, Johnson, Parsons, Mandell, and Tyrrell.

PROGRAMS AND GRANTS

Have not yet received a letter from Southern Cayuga Central School BOED for use of facilities for the 2003 swim program. Richard Harrison will check on this. Lori Fessenden met with grayson Mitchell and Gordon Cummings to establish what record should be moved from GHA Building to The Genoa Town Hall.

Highway Report

Still fighting with snow and ice. Took plow equipment off the grader and graded south of forks of creek. Working on equipment. New steering cylinders etc. on mower tractor. Swapped the auto transmission and torque converter in the Drott Ditcher. Guys have been patching here and there. Some roads suffering from the deep frost. Had a safety meeting at Ledyard Town Hall with 10 other towns. David will have a Highway contract ready for the May 14, 2003.

Assessors Update

All through with informal appointments. Making corrections now. They have to be in by April 18, 2003. Grievance Day will be May 29, 2003.

Richard Harrison will continue to research the cost of another phone line at the Town Hall. The Board made a Motion to accept new phone line.

Review of unregistered vehicle law.

Ward Harris has an ad in the Shopper to have clean up of unregistered vehicles free of charge. Motion to initiate first step of vehicle registration law. This is under the Property Management Code. Section 302.8 Motor Vehicle Section.
