A Regular meeting of the Genoa Town Board was held on December 14, 2005 at the Genoa Town Hall 1000 Bartnick Road, Genoa, New York 13071.

The Meeting was called to order at 7:48 P.M.

WATER REPORT:

Average water consumption for November 72,000 gallons per day. 
Found that blow off valve at the curve on Bradley Street is leaking
just a touch. Road has to be dug up, so we are going to get the 
parts to fix and wait until spring to dig. 
Run Generator for a couple of hours/ (fuse blew on one of the main 
pumps so we used Generator to fill tanks.

The Water Committee made a resolution establishing a Capital Reserve Fund to Finance a Water District Reserve Fund for Capital Improvement of Equipment.

RESOLVED,that, pursuant to section 6-c of the C, as amended, there is hereby establishe3d a capital reserve fund to be known as the "Town of Genoa Water District Capital Reserve Fund" (hereinafter "Reserve Fund"). The purpose of this Reserve Fund is to accumulate moneys to finance the cost of water system improvements and/or equipment.

The chief fiscal officer is hereby directed to deposit and secure the moneys of this 
Reserve Fund in the manner provided by section 10 of the General Municipal Law. The Board of the Town of Genoa and the chief fiscal officer of the Town of Genoa may invest the moneys in the Reserve Fund in the manner provided by section II of the General Municipal Law, and consistent with the investment policy of the Town of Genoa. Any interest earned or capital gains realized on the moneys so deposited or invested shall accrue to and become part of the Reserve Fund. The chief fiscal officer shall account for the Reserve Fund in a manner, which maintains the separate identity of the cash and investments of the Reserve Find.

Except as otherwise provided by section 6-c of the General Municipal Law, expenditures from this Reserve Fund shall be made only for the purpose for which the Reserve Fund is established. No expenditures shall be made from this Reserve Fund without the approval of this governing board and without such additional actions of proceedings as may be required by section 6-c of the General Municipal Law, including a permissive referendum if required by subdivision 4 of section 6-c.

HIGHWAY REPORT:

In early November , the men have been cleaning up limbs and branches from the high winds we had. I took down mainly the willows and evergreens.

We received our new Harder slide in sander for #9 IH. Mark cut the tailgate out and welded in the new door unit for it. After plumbing the hydraulics for it everything works fine and has been in use.

After receiving 2 inches, of rain, with the ground already being saturated, many of our culverts were filled to capacity. Had a call from the County 911 at 10:30 PM, stating that a cottage on Powers Road was in jeopardy of being washed out from a plugged culvert. Mark and I checked it out. We found that more debris had plugged the screen that someone had placed over the end of the culvert. We finally got it broke loose and the water subsided. Dave took the ditcher over the next day and cleaned it as far back as he could. He also cleaned debris from Weeks Road pipes.

The winter weather has been keeping us real busy. We have used about 100 ton of salt and cinder mix on Town and County roads and 144 tons on state roads.

Frank would personally like to thank the men for spending there Thanksgiving Day behind the wheel of a plow, while there families had dinner without them. We usually try to work around dinner, but Mother Nature decided against it this year. Hopefully their leftovers were good! With only on complaint, I think we kept roads pretty clean.
